The Uganda National Oil Company Ltd. was established under the Petroleum Exploration, Development & Production Act of 2013 & the Petroleum Refining, Conversion, Transmission & Midstream storage Act of 2013 & incorporated under the Company’s Act of 2012. It is a limited liability company wholly owned by the Government of Uganda.
The overall function of UNOC is; To handle the State’s Commercial interests in the Oil & Gas industry & ensure that the resource is exploited in a sustainable manner. UNOC now invites applications for persons interested to develop their career with a dynamic results oriented Company to occupy the following position:

Job Title: Procurement Officer
Reports To: Head Of Procurement & Logistics

Job Purpose:
To provide technical support for timely implementation of the procurement process in accordance to the procurement plan for timely acquisition of goods & services.

Essential Duties;
a) Support the preparation of annual procurement plan for all UNOC business functions & its subsidiaries
b) Under the Supervision of the Head Procurement & Logistics, the Procurement Officer will manage issue, receipt & opening of bids, expressions of interest & proposals from potential service providers, contractors & suppliers.
c) Regularly review specifications, bills of quantities & Terms of Reference prepared by user departments & provide timely guidance & feedback to users while ensuring completeness & compliance with the PPDA Act.
d) Support the Head Procurement & Logistics in preparation of general & specific procurement notices/ invitation for bids
e) Provide support to the business by; obtaining procurement requests, prepare bid documents, prepare advertisements of bid opportunities, determining appropriate procurement methodology, preparing purchase orders & facilitating approvals.
f) Compile & prepare timely submissions for consideration /approval by the Contracts Committee
g) Actively coordinate contract processing procedure to ensure compliance with the award decision of Contracts Committee & terms & conditions of tender.
h) Prepare Local Purchase Orders for approved procurement decisions within the defined threshold
i) Participate in preparation of draft contract agreements for Contracts Committee
j) Maintain records of goods ordered & received.
k) Assist in organizing pre‐bid or pre‐proposal meetings & negotiation meetings.
l) Prepare for review by Head of Procurement & Logistics, contract performance & reviews on a timely basis.
m) Support the Head Procurement & Logistics to verify that procurement requests are in accordance to the approved Procurement Plan.
n) Maintain & archive records of the procurement & disposal process (statements of requirements, bid documents, media placements, approved contracts etc.)
o) At all times ensure that UNOC gets value for money & continuously look for cost optimization opportunities
p) Ensure coherence & consistency application of procurement policy

Qualifications & attributes;
a) Degree in Procurement, Supply Chain Management, Economics, Business Administration or other related courses.
b) Professional Qualifications in Procurement (CIPS) is an added advantage.
c) Working knowledge of the PPDA procurement rules & procedures.
d) At least 3‐5 years working experience in a busy organization
e) High degree of integrity & professionalism
f) Possess good record keeping, report compilation, report writing, communication,
presentation, & feedback skills
g) Ability to work under pressure & tight deadlines
h) Fluency in spoken/written English.
